The constitutional founder empowered the President of the Republic with many powers in the legislative field that are constitutionally reserved for Parliament in the absence of the latter when urgent intervention is required Parliament, and the exceptional case, in addition to its intervention in the issuance of the Finance Act by order if it has not been approved by Parliament within a period of 75 days.
However, this power was restricted by the constitutional founder with several restrictions, including the subjection of orders to the oversight of the Constitutional Court and the oversight of Parliament, in addition to taking them in the Council of Ministers and taking the opinion of the State Council on them Hence, the oversight over these legislative mechanisms that strengthens the position of the President of the Republic must be determined
