Abstract

The final results of the study are generally not given the Government Department under study great importance to management development, Through lack of effective application of the various management development elements, Where we find the Department suffers from a lot of problems in the development of human resources and work procedures at district is complex and time-consuming, causing a constant murmur of reviewers, Also widespread bureaucracy and centralization of the Department, in addition to the laws and regulations of the institution are unclear and not transparent, And we find that there is tight control over various transactions led to widespread administrative corruption rather than reduce it.
