The Manifestation Of Legal Security In Executive Decree 19-165, Specifying The Methods For Employee Evaluation

The Executive Decree 19-165 specifying the methods for employee evaluation is translated into a legislative organization for evaluation, with its legal and procedural structure, and scheming its association with the professional path. Its goal is to value the significance of evaluation in the field of public employment, by making a comparison between the motivational the reformative systems, the outcome of which is the benefits of performance quality. Nevertheless, the textual perspective of the evaluation can only be achieved through a substantive control, via the adaptation of an approach aimed at legal textual modeling, from a legal security perspective on one hand; and taking into account the essence of the evaluation on the other hand. In light of this approach, the present study focuses on a critical analytical reading of the Executive Decree
19-165 by researching its quality in contrast to Legal security.
Findings of the study revealed the importance of legal security in establishing the quality of Executive Decree 19-165, and therefore it is necessary to deepen the studies associated with it, and re- read its qualifications and effects on the professional path, which contributes therefore to the activation of the legislative guarantees for the resident employee.
