The study aimed to identify the causes of administrative corruption in Algeria and Morocco, with reference to the most important legal means to combat it, where corruption is considered a serious phenomenon facing all countries of the world, and has great effects on the state in all sectors.The study concluded with a number of results, the most important of which is that despite the efforts of Algeria and Morocco regarding the legislative and reform measures accompanying the fight against corruption in line with the content of the UN Convention , However corruption is still widespread and the desired objectives of combating it have not been achieved as a result of the absence of a specific tool to measure it on the one hand, and as an ethical situation and a community phenomenon that is surrounded by secrecy,Therefore, the study recommended that the effectiveness of legislations and legal reforms to combat and prevent corruption requires an appropriate environment in terms of its legislative, regulatory, legal and media dimensions, and the existence of a state of law and good governance.
