Enshrining the mechanism of delegating thepublic service in the Algerian legislation

study attempts to shed light on the mechanism of authorizing the public utility in Algeria, as a new method of management, which came as a result of the defects recorded in the light of the public management of public utilities, to put an end to the monopoly of the public sector on the task of managing the public utility on the one hand, and to open the way for the private sector to take over this task on the one hand. On the other hand, this was undertaken by the Algerian legislator through Presidential Decree No. 15-247 related to the organization of public transactions and public utility mandates, and was followed in more detail by Executive Decree No. 18-199 related to public utility authorization, with the aim of the successful and proper application of this method, as a pattern keeping pace with developments and in order to Develop and improve the quality of public service.
