Contribution of the decentralized system to local development: Toward building an enabling environment

Improving the quality of life for local citizens and reducing regional disparities among the various local regoions that have been created by centrally- based development models….these are goels that are achieved through the adoption of a new development model that focuses on the local management of development by establishing a decentralized system as one of the most important systems in local development, which builds local governance, in turn provides an enabling environment in which all local aspirations are raised through opportunities for local capacities from local bodies and non-governmental actors (citizen, civil society, private sector) to be more participatory in local governance. The importance of this study is justified by the need to create an enabling environment for local development, it also aims to highlight the most important justification for the decentralized system.The study foundthe real role of decentralization, which is a basic requirement in bringing about local development by providing an opportunity to build local governance where development comes from below, more participatory and responsive and accountable.
