The exemption system is a mechanism that institute an exception to the prohibitive rule. It allows to legitimize prohibited practices, in particular cartels and abuse of dominant position, and gives the authors the possibility of escaping the principle of the prohibition enacted into the competition law. This law provides for two types of exemptions: by law, or by economic or technical progress.
