Electronic administrative contracts are central to the digital transformation of public institutions, but they face increasing cybersecurity threats that expose both legal and technical weaknesses. These vulnerabilities jeopardize contract integrity, fair competition, and public funds. Despite some legislative efforts, Algeria's regulatory framework remains inadequate in addressing these fast-evolving cyber risks and lacks specialized mechanisms for ensuring digital security in administrative contracting.
