People with special needs represent one of the most vulnerable populations in the world when it comes to fragility. For this group, specialized organizations like the Ministry of Social Solidarity work hard to offer comprehensive social services. But the organization has obstacles that prevent people from using integrated social services and from reaching their objectives. These challenges are associated with the institution's administrative management style and financial backing. The particular requirements of the category, which call for adaptability, justice, integration, and the creation of institutional patterns that foster growth and encourage social empowerment, are not met by this management approach.
