Civil society is considered one of the most widespread expressions at the present time, and the reality is that its spread is linked to profound transformations that the world witnessed during this period. This expansion in its use and popularity has also been linked to other concepts that we almost assert are close to it, because of the strong organic ties between them, whether in terms of their intellectual reference frameworks, or in terms of the interrelationships between them in actual practice. The multiplicity of civil society structures allows great freedom for the emergence of many organizations and associations defending the public interest, and neighborhood committees are one of the sub-structures that form the entity of civil society and are one of the means and mechanisms that were produced within the framework of the urban environment to organize and develop society, and it also works to preserve this The environment, its protection, and its development and prosperity, which is what this research paper seeks to take into account and to know the hidden links between the urban environment and civil society represented in the role played by neighborhood committees.
