The Algerian institution is characterized by a set of behaviors that have become elements of its organizational culture. Therefore, it was necessary to focus on studying the prevailing cultural values in society, which contribute to establishing rules for changing organizational behavior. Understanding the cultural and social frameworks of the worker is directly related to the values and symbols of society and the resulting interactions that have their own nature and components, which are embodied in patterns of behavior, attitudes, and thinking of individuals and the extent of their impact on the performance of the institution. Cultural values contribute to establishing rules for changing positive behavior towards effectiveness in order to guide the behavior of employees through cultural change and establish a reciprocal relationship between the objectives of the institution and the society in which it operates.
