This article is talking about a very important topic which is related to organizational culture in the Algerian institution and society. The problematic of this topic is the analysis of the contradiction phenomenon in this culture that formed the greatest burden for the Algerian institutions to overcome their problems , and achieve their goals, this culture is buffeted by organizational traditional patterns that emanated from the traditional society, and what it carries of values and norms, and systems, on the other hand modern organizational models find it difficult for them to settle on the ruins of this culture (traditional), which still resides in the social and cultural imagination of the Algerian person, this article is an attempt to dismantle this dilemma and alert to the danger that faces the institution and the community.
