The Algerian municipality is between decentralization and lack of administrative focus

Algeria, like other countries, has adopted a system of administrative decentralization to
manage its regional groups, and various basic texts and application laws have affirmed this,
but the legal treatment of this issue has been characterized by generalization, which has
opened the door wide for the executive authority through regulation to change the orientation
of the charters confirmed by the major covenants and Constitutions and the system of
administrative decentralization has retreated in favor of the administrative no-focus system.
In this paper, we discuss the following problem: Is the legal system of the Algerian
municipality decentralized, or does it tend to the system of administrative lack of
concentration?
That is what this research paper will answer by adopting the analytical approach to the
relevant legal texts and the comparative approach and the field practical approach, so we can
finally come to a conclusion and recommendations that we believe that in the event of
adoption, it will be the local development take-off achieved by the municipality.
