The central issue that we raise in the framework of our study revolves around the role of the efficiency of community management in promoting citizenship, its effectiveness locally and its embodiment on the ground through different behaviors of the community members of the state of Oran as citizens demanding the activation of various citizenship behaviors and their embodiment on the ground as expression and participation, and our study aims mainly to refer to the central role of the factors of democracy, local development, and the factor of communication of all its branches in particular in activating citizenship and activating it in the Oran state administration, and this research is very important in our view , although this research is very important in our view. From the political transition to a multi-party democracy participating in the political and economic process, the political, economic and social situation has not lived up to the level that citizens aspire to and is expressed in various forms of dissatisfaction despite the large financial covers used to bring about development and the development of important economic projects every time within the community as part of that whole society, with its distinctivenes s and diversity, such as the characteristics of the local community.
