Role of investment agencies in pre-foreign investment control

In order to regulate investment, in particular foreign investment, the Algerian legislator has established bodies responsible for investment in accordance with Ordinance No. 01-03 on the development of partially cancelled investment and Act No. 16.09 on promotion of investment, consisting of the National Agency for Investment Development and the National Investment Council, which carry out prior monitoring of foreign investment, which is reflected in the Agency'guidance and rationalization of foreign investors and its follow-up on the completion of the investment project.
The study found that, under the 16-09 Act on Promotion of Investment, the legislator relaxed the control of investment agencies in order to attract foreign investment, but nevertheless did not find acceptance from foreign investors due to shortcomings in the investment laws.
