In recent years, the criminal policy has witnessed a real crisis as a result of the worsening of the phenomenon of crime and its various forms, which has had a negative impact on the functioning of the justice system and its affiliated institutions. Some of the issues are related to the punishment itself, which no longer achieves its objectives, and others are related to the procedures for practicing public prosecution. This has made most countries look for alternative procedures to the public lawsuit that ensure speedy resolution of cases and relieve the burden on the justice system, which suffers from an inflation in the number of cases presented, affecting the defectiveness and efficiency of the judicial work aimed at reducing crime.
