The housing sector in Algeria is considered a sensitive sector, and it is of great importance in influencing the standard of wage-earners and retirees, This category has witnessed a rapid increase in the demand for the purchase of subsidized upgrade housing or self construction in rural areas, with reminded them of resorting to direct methods of financing such as mortgage loans from banks, as well as the subsidy provided by the National housing fund, and the Algerian legislator tried to create an indirect method of housing support represented by the National fund for Equalization of Social Services,as as a privately managed public institution,its function include the establishment and financing housing projects through the provision of equitable social servise among all groups, resulting from their contributions to social security.the purpose of this study is to summarize the legal texts related to this fund and explain the effeciveness of its housing policy mechanism when administrative and pratical obstacles prevent the fund from playing its role in consecration social justice.
