Countries newly emerging from non-international armed conflicts have obligations that must be fulfilled, and these obligations are represented in the need to work to treat the grave effects on human rights resulting from the conflict, by involving all parties in resolving the crisis, knowing the truth of what happened, and working to redress Victims that are harmed and those accused are held accountable. These countries also have an obligation to work on ensuring that grave violations of human rights will not be repeated in the future, by reforming legislation and institutions that contributed to the conflict, and working to achieve development.
