Article 127 of law no 12/07 on the state provides that the state has an administration placed under the authority of the governor, one of the most important structures is general writing, which is run by the state’s public clerk, whose position has known many developments until he is considered the first assistant to the governor, where he occupies a pivotal role in the running of the state, because of the nature of his position, which has a major impact on the general policy of the state, through the powers granted to him and its effects on local administration.
