The basis for the selection of public officials between ancient cvilizations and Algerian legislation

The ancient peoples that built countries and civilizations depended on certain criteria and foundations in order to choose the best employees, and therefore the essence of building any civilization depends on employees with talents, competence and morals.
The Algerian state exercises its powers through a human side called "public officials", and thus they are the state’s means in providing public services to citizens, and for this reason, public officials in the state apparatus are like the backbone, without them the state is not established or upright.
The aim of this study is to show how hoosing employees in some ancient civilization, as well as collecting all the legal texts related to the study axes in Algeria, and trying to answer the basis for selecting public officials in ancient civilizations and in Algerian legislation? It relied on the descriptive-analytical approach, as it divided the subject of the study into two axes, in which it dealt in succession: the selection of public officials in ancient civilizations, and the selection of public officials in Algerian legislation, and through this I came to the conclusion that the ancient peoples who built states and civilizations were dependent on certain criteria and foundations.
