Abstract

Public service is considered as the link between the state and the citizen, and since it is a primary factor in gaining his satisfaction, as the citizen has become not satisfied with obtaining the service but seeks to obtain the quality of the service, here the state has endeavored to provide the best public services to the citizens, by adopting the principles of quality in providing the public service, but This approach is not achieved only by activating the quality; not only in the structures, but in all organizational frameworks, strategies and human resources management, responsible for representing and providing this service on one hand, and by choosing the appropriate human resource as the primary element in the service process on the other hand; therefore. This study aims to provide atheoretical and practical framework for public service quality by showing the extent of the contribution of human resources management in activating and improving the quality of public service, and one of the most important results reached through this study is that activating public service quality depends on integrating the principles of quality management and its application On the structures of public administration and updating the functions of human resources management by reconstructing them according to the principles of quality management through the formation of work.
