Abstract

 This study aims to shed light on the concept of a competency-based approach, address the most important developing competencies mechanisms, and clarify the confusion between developing competencies and training, in light of 3M's applications. The study found that organizations should move to the competencies - based approach, and that competency development is not limited to training only, but there are many approaches to achieving this, such as knowledge management, empowerment, organizational learning, self-managed work teams, and self-efficacy The study also found that 3M is an ideal model to follow in this field.
