Abstract

The study aims at examining the theoretical and practical bases of the participatory budget and its success factors.As a new mechanism for local affairs in Algeria, it will correct the poor management concerning the financial resources of local communities.According to the methodology of managing the objectives it is a start to the reform of local finances.

Accordingly, the Algerian constitution as amended in 2016, as well as the legal provisions of the local communities, reinforced the principle of a participatory budget. However, the absence of the rules of practice, the requirements of embodiment and the criteria of evaluation has been kept locked in the texts, with the current situation on the financial and development levels worsening and the signs of a blockage in the channels of communication between the Authority and society emerging ;The embodiment of the participatory budget has become more than necessary, in order to promote participatory action and increase the effectiveness of the public service as well as the strengthening of trust between the citizen and the elected as an embodiment of good governance.
