Abstract

The development phenomenon is intertwined with the rest of the phenomena of society, just as the cultural phenomenon represents an element that cannot be separated or isolated. Planning for development must be based on a good understanding and knowledge of culture, especially in Algerian society, so any change must stem from cultural changes that will affect the nature of economic change. The direction it will take to achieve economic and social security, development is not just measures and institutions, it provides a culture and awareness that encourages effective participatory practice by rulers and ruled, and achieving sustainable development in Algeria needs an implicit contractual commitment within a specific formula for an alliance or partnership that needs research and development in models and that In light of the regularity of the relationship between politics, knowledge and production.
