Abstract

Decentralized cooperation in Algeria experienced two phases: The first period began in 1980, it was characterized by the weakened agreements of the partnership of the decentralized cooperation concluded between Algerian infra-state actors and their foreign counterparts. This was the result of the post-Independence period when Algeria experienced political, economic and social crises. The few agreements that were concluded were mainly based on the institutional support and training of elected. The second period began in 1999, it was characterized by the revival of these large contracts and touched all actors in the majority of nation’s states, local and regional governments, associative movements, universities, and hospitals and these agreements have focused on several areas. In the field, only a fraction of these contracts has been implanted because of the numerous obstacles especially at the national level such as lack of institutional and legal framework to guide these practices which is the result of a lack of political will etc. This is what makes these contracts remain only real in the theoretical sense without real implementation in the field
