Abstract

Targeted research to identify the reality of a culture of human rights in light of the current Arab conditions , and find ways to improve in these communities, and diagnosis of the main problems that stand in front of publication in the Arab countries. We have adopted the historical method , comparative and descriptive and those rules and mechanisms in the analysis of subject. Based on the foregoing has included research five axes in addition to the introduction and a conclusion, taking the first axis methodological framework for the search, while the included second axis a historical overview of the evolution of human rights , either third axis was included to clarify the reality of a culture of human rights in Arab countries, while ensuring fourth axis of the most important goals of spreading the culture of human rights in society. while eating fifth axis the main factors impeding the spread of the culture of human rights among individuals in the Arab community . recent axis has included ways or mechanisms to spread the culture of human rights in the Arab community . This research had reached several conclusions, including: 1. The culture of human rights in the Arab citizen without the level of ambition and know these few rights . 2. Show the extent of the impact factors of backwardness and ignorance, illiteracy and socio-economic conditions , political and cultural Cairo in spreading the culture of human rights in these countries. Shows that the constitutional institutions and laws on human rights and the organizations concerned in this regard in the Arab countries need to review the seriousness so as to safeguard the rights of individuals and fit in with what exists of respect for human rights in the countries of the civilized world in this field. In addition, research was presented several proposals and recommendations according to spread a culture of human rights in the Arab community.
