Abstract

 This study represents a discussion tendency on the relationship between development and freedom. It is about the problem of freedom institualization through the path of the human options expansion in the society, depending on the human capacities building within the holistic rights evolution orientation of the human development. The study considers the human capacities building as a human rights mechanism provided for the citizen by the society to allow him being released from poverty (need), so that it liberates him from the different social, political economic and cultural manifestations of fear, in view of the effect of capacities building on the levels of the political and civic affiliation, as well as the reinforcement of the emancipation possibilities from the traditional structures’ influence and the cultural heritage (we mean, in this context, the negative heritage that causes the limitation of the individual social liberties and politically orients them), what strengthens the possibilities of improving the political reaction environment through the creation of organizations expressing the voluntary affiliation. The analysis logic is based on the nature of values dominating the societies suffering from low levels of social welfare (focus is on education, health and knowledge, since they are considered as resources of the human capacities building), and vice versa for the societies whose citizens benefice from high welfare levels; life values are dominant in the first case, while self-expression values dominate as system of liberation values and organizations expressing them. This study finds that the change in the values’ nature is not connected to the development and democracy determinism, but it expresses a building process during which the citizen’s position in the public life varies from a beneficiary from a basic rights system to a beneficiary from a common rights system reflecting his freedom from fear using voluntary organisations and civic mechanisms. New organizations and mechanisms strengthened by the political and civic participation affect the content and operations of the general policies drafting and execution as well as the nature of the dominant values; so they express an institualization of the political, economic, social and cultural liberties and affect, in the same time, the policies and operations of freedom from need, combining , thus, the freedom from fear and the freedom from need as two human rights notions within the process, the state and the dynamism of the human development.
