Abstract

Development is the key to the progress of nations and the basis for their continuation. Achieving it requires a set of conditions to be available such as a security environment that helps achieving development programs in various fields. the role of the military institution in maintaining security is a social function itself. moreover, some of the tasks or roles that this institution is involved in some countries are at the heart of the development process; such as in turkey and egypt. the history of these two countries holds many developmental experiences under the military institution; they were valuable projects that lasted for generations. however, some writers and political critics criticize these experiences and consider them a control of the military institution on an area that is classified within the social activities of the civil society. The purpose of this paper is to examine the possibility of
expanding the role of the military institution, to include developmental roles, in light of the overlap of the security sectors, without reaching a state of wide expansion to the degree of control over the joints of the economy, as in the
case of the egyptian experiment. nor to the degree of exclusion to the point of limiting them to the traditional role (military) as in the turkish experience.
