The legal system of national independent electoral authority in Algeria

The topic of monitoring and supervision of the electoral process in Algeria has been the subject of many criticisms, whether by political actors or civil society, because of the failure of all mechanisms established by the Authority to ensure the integrity and transparency of the electoral process. This study examines the legal system of the Independent National Electoral Authority established under Organic Law 19/07 through the legal nature, organizational framework and functional framework of the Authority, in search of the extent to which this legal system is guaranteed to achieve the principle of transparency and integrity of the electoral process. Through the study of the formation and structures of the Authority and its powers from the preparation, organization, administration and supervision of elections, from the process of registration and review of electoral lists through all preparations of the electoral process and voting and counting until the announcement of preliminary results, and up to verify the effectiveness of the powers granted to the Authority. The extent of its administrative and financial independence, as well as the powers that guarantee it independence and impartiality from all parties involved in the electoral process.
