The problem of delegating the powers of the republic under exceptional circumstances – the corona epidemic constitutional as a model- in light of the Algerian amendment 2020

Various Algerian constitution ,the latest of which was the constitutional amendment of 2020 promulgated by presidential decree 442/20,recognized the president of the republic’s authority to exercise control measures within the framework of preserving the security and entity of the state to face exceptional circumstances ,and these competencies are close to him , as he is the only person authorized to approve and take them without the possibility of ceding them to another person. And with the spread of the corona epidemic ,which was declared by the world health organization as a global epidemic ,the presdent of the republic can take all measures in order to preserve the lives and property of citizens and achieve their security ,it is noted about delegating his authority to confront the epidemic ,that there is no text that shows this ,because the decision to delegate must be explicit and in writing.
