Abstract

In the context of consecrating the principle of environmental partnership, the Algerian legislator has adopted a number of mechanisms that are based on partnership between the state, civil society and the private sector Environmental public procurement is at the forefront of these mechanisms in view of the role it can play in involving the private sector alongside the state in achieving effective environmental protection in an atmosphere of environmental partnership. This study focuses on the role that environmental public procurement can play in activating the environmental partnership in Algeria, as it is one of the most important mechanisms adopted by the Algerian legislator in achieving this goal. This is done by clarifying the course of the environmental policy adopted in Algerian law from a unilateral to a participatory character, as well as defining the concept of environmental public deals in a way that explains their role in achieving the goal of partnership. To find out how to activate this mechanism by motivating economic operators to invest in the environmental field.
