The Algerian experience in organizational change in public health establishments A legal and analytical study

The organizational change is considered as one of the important means to achieve effectiveness in the management of establishments and to achieve the objectives for which they were created, because it is an adoption of new structures and new different methods either by the administration or by its supervision, in a specific domain after an evaluation process. In the domain of health, Algeria, has introduced many organizational changes in its public health establishments, whether in legal nature, in financing or by by creating new types of establishments and merging some old ones with each other In order to respond to the demand for health services, However, there is still a noticeable difference between what has been achieved and what is expected and hoped for This article looks to analyze the various organizational changes made by Algeria in the public health establishments during the period of 2008-2018 by studying the legal texts on its functioning and organization, by comparing these texts to what exists and it looks to examine the positive points achieved, especially in the infrastructure expanding, as well as examining the negative points that need to be corrected, especially the delay in implementing some changes despite the existence of the legal framework.
