Creating a dynamic balance between nature and human activities, and achieving harmony economic development and ecological are fundamental issues shared by all States and Governments in the current era. The multiplicity and diversity of basic concepts such as "zero growth", "ecological development", "sustainable development", and other concepts and terms that are constantly produced and come from different contexts, whether economic, social, environmental or cultural, can be seen as an indicator of these global concerns. The strong and common conviction among the nations of the world that conditions of human existence should be improved in respect of ecosystems boundaries, witch was approved by declarations, and announcements, and reports of associations, federations and international organizations (International Union for Conservation of Nature, Club of Rome, United Nations) has allowed for the accelerated adoption of these concepts and terms by Member States, and to reflect them by first thinking about approaches, methods, and mechanisms that adapt to all sectors provided they ensure the preservation of resources, space and the quality of the Physical environment. In this context, EchoFab SD is one of the mechanisms adopted by many Western countries, inspired by the idea of digital Fabrication laboratories (Neil Gershenfeld, 2001), where EchoFab combines many scenarios and areas (digital fabrication, scientific and technical education, sustainable development and others) aimed at transferring knowledge in sustainable development, promoting environmental citizenship, and supporting innovation in the digital economy and green entrepreneurship (incubators). The challenge for these laboratories is to create a settlement space that brings together all creators and actors from different categories and segments of society. Our scientific contribution comes in the context of this challenge and is linked to the crystallization of the social, economic and environmental status of public libraries that fall within these global concerns of ecology and sustainability, which are beyond the scope of responding only to the ecological standards and green building, or by adhering to the call to promote social work and citizenship in public space under the cover of the model "Third Space Libraries", which remains unclear at the theoretical-practical level for Arab societies; Therefore, we try through this paper to rice the distinctive characteristics of these public spaces that make it an incubator for the logic and philosophy of EchoFab SD.
