Preventive diplomacy in ethnic conflicts: The role of the United Nations in the renewed Myanmar conflict

The research observes the trend of the United Nations and the regional organizations to practise preventive diplomacy in conflict- prone areas, and it tries to determine the extent of its ability to reduce the effects and the repercussions of these conflicts on international peace and security. The research also elaborates on detecting the content of the approaches that dealt with preventive diplomacy, starting with the United Nations vision which was put forward in the peace agenda in 1992, and how various international organizations based their vision according to what suits the interactions in the region. The research was based on several methods in order to find out the nature of preventive action and the extent of its implementation in the environment which indicates the proximity of armed violence. Each of the methods of content analysis, the statistical method, and the case study were able to reach results about conflicts in the Rakhine region in Myanmar, where it was found that the legal rules and principles continue to dominate and obstruct the work of international organization and not enabling them to adapt appropriately with the new contexts of security.
