Abstract

The emergence of the Coronavirus (Covid-19) was a pivotal turning point in local administrative police. In parallel with the sudden emergence and rapid spread of the pandemic, the central authorities were unable to cope with the development of the epidemiological situation, which could not be accompanied by comprehensive and slow centralized measures. This obliged these authorities to extend to competencies of local authorities, represented by the governors and heads of municipal people's councils, to act according the development of local situations. Through this research paper, we will try to address the
evolution of the competence of local administrative police during the health emergency situation in Algeria, by defining the legal regime for the local administrative police function in Algeria, in order to clarify its main concepts and the state of health emergency as the temporal space for the subject matter, with reference to the inherent competencies of local administrative police bodies during the beginning of the pandemic. We will then conclude by revealing the main consequences of this development, and the prospects of adapting it to the various challenges that the state and local administrative bodies may face in the future
