Abstract

There is no doubt that terrorism has become the greatest threat to both national and international stability, especially after it is associated with the virtual digital sphere, which relies mainly on infiltrating the state's digital infrastructure to disrupt the country's development processes, which has made it the greatest threat to the security and survival of states.

In view of the importance of studying the issue of the electronic challenges created for the security and survival of States, international organizations have also been interested in criminalizing and combating cyber terrorism through their actions and sessions, as well as issuing resolutions and conventions to ensure the preservation of both state and human rights.
