Technological development in the world of communication has become one of the most important foundations on which electronic commerce depends, which has enabled it to have many advantages and capabilities by saving effort, money and even time, and it is distinguished by speed.
In view of the specificity of contracting via the Internet and the breadth of dealing with it with all the money transferred from goods and services, it was necessary to work on defining and controlling the foundations of that contractual relationship and legally demarcating those transactions to control it and try to understand all its aspects, including its elements and effects, so that the obligation is to deliver. Among the most important of them is the lack of physical presence of both the seller and the buyer for the contract council and the consumer inspection of the shop via the Internet, so care must be taken to organize its procedures in a way that is consistent with protecting the parties to the contractual relationship and achieving a balance between them
