Assessment of the status and cancellation of the prior complaint as a restriction on the initiation of public proceedings against the managers of public economic institutions

Abstract

Under the 15-02 Ordinance, the Algerian legislator included the complaint requirement as a restriction on the initiation of public proceedings against the managers of public economic institutions under article 6 bis. but shortly thereafter the article was repealed by Law 19.10, which raises the question of the usefulness of stipulating this requirement. and then abolish it in a brief circumstance without giving the legal text sufficient time to prove its effectiveness.
