الملخص

شهدت فترة ما بعد الحرب الباردة بروز تهديدات أمنية جديدة وتحولات جيوسياسية، وكان لهذه التحولات انعكاسات مباشرة على أمن وسلامة الأفراد الذين أصبحوا يتعرضون لانتهاكات جسيمة على نطاق واسع، وهذا ما جعل الأمم المتحدة تتدخل عن طريق مجلس الأمن لحماية الأفراد وصون حقوقهم الأساسية، لا سيما في ظل ارتباط قضايا حقوق الانسان بالأمن والسلم الدوليين، إضافة إلى التحول الإستراتيجي عقب أحداث 11 سبتمبر 2001، وبروز نظام الأحادية القطبية بزعامة الولايات المتحدة الأمريكية، وتم التوصل إلى أن التدخل العسكري الإنساني كآلية في إدارة الأزمات الدولية، يفتقد إلى معايير محددة، ويخضع للتوظيف السياسي خاصة من طرف القوى الكبرى. Abstract: The post-Cold War period witnessed the emergence of new security threats and geopolitical transformations, and these transformations had direct repercussions on the security and safety of individuals who became subject to massive violations on a large scale, and this is what made the United Nations intervene through the security council to protect individuals and preserve their basic rights, especially in light of the relevance of human rights issues to international peace and security, in addition to the strategic transformation following the events of september 11, 2001 and the emergence of the unipolar system led by the United States of Amerca, it was concluded that the humanitarian military intervention as a mecanisme in managing international crisis lacks specific standars and is subject to political employment, especially from the party of the major powers .
