الأوبئة والأمن الصحي : مقاربة نظرية تأصيلية

الملخص

ناك قبول متزايد لمفهوم الأمن الصحي ومع ذلك، هناك تعريفات مختلفة وغير متوافقة، ناهيك عن عدم توفر صياغة مكتملة لمفهوم الأمن الصحي، وعن عدم وجود توفيق كافي لمفهوم الأمن الصحي مع مفهوم الرعاية الصحية الأولية المجتمعية. لذلك جاءت هذه الورقة للتطرق إلى إشكالية وجود الاختلافات المختلفة لمفهوم الأمن الصحي. تعتمد الورقة البحثية على المنهج التحليلي. وتوصلت الورقة إلى نتيجة أن وجود مفاهيم متباينة لـ "الأمن الصحي" في السياسة الدولية، راجع إلى وجودمخاوف من أجندات الأمن القومي الخفية ، والذييؤدي في الأخير إلى انهيار آليات التعاون العالمي مثل اللوائح الصحية الدولية. لذلك تعتبر هذه التفاهمات غير المتوافقة أولوية عالمية. There is a growing acceptance of the concept of health security. However; there are different and incompatible understandings, not least the lack of a complete wording of the concept of health security, and the lack of chemistry between this concept and the concept of primary healthcare. While Health workers and policy-makers in the developing countries within the United Nations’ system understand the term in its broader public health context. The present study addresses the problem of the existence of different definitions of the concept of health security. Methodologically, the study opts for the analytical method as the most suitable method to conduct this research. The article concludes that the existence of divergent concepts of ‘health security’ in international politics.
