الأوبئة في العلاقات الدولية: دراسة في واقع النمط التعاوني

الملخص

شكل النمط التعاوني في العلاقات الدولية محورا أساسيا في النقاشات الأكاديمية و السياسية لعقود من الزمن في ظل ظهور تهديدات و تحديات عالمية في صورة الإرهاب، الهجرة و الإحتباس الحراري...، و اشتدت النزعة المتفائلة بإمكانية الدفع بتفاعلات و نماذج هذا النمط مع الإرتباك الذي أحدثته موجة الأوبئة المتتابعة منذ مطلع الألفية الجديدة، غير أن جائحة كوفيد 19 أبانت عن تفوق و استمرار تصاعد مستويات المظاهر الصراعية و توجه الدول إلى الإنعزالية و تغليب الحلول الفردية، لتسلك على إثرها النقاشات منحى آخر يتعلق بالآليات اللازمة و بما يتطلبه بناء واقع دولي جديد يرتكز على التعاون . Abstract: The cooperative model in the international relations formed a major focus in academic and political debates for decades in light of the emergence of global challenges and threats such as terrorism, migration and global warning... , The optimistic tendency has grown about a possibility of stimulating the interactions of this cooperative model specially with a confusion caused by the successive epidemics in the beginning of the new millennium, however the covid 19 Pandemic has demonstrated a superiority and continuity of escalation of manifestaions of conflicts and the trend of countries towards isolation and preference for individual solutions.The debates have been so preoccupied with the necessary mechanisms and what it takes to build a new international reality based on cooperation.
