الملخص

تهدف الدراسة إلى البحث في مفهومه الأمن المجتمعي انطلاقا من كونه ليس له تعريف محدد، فهو يمثل أحد مجالات أو أبعاد الأمن المعقد، إلى جانب وجود اختلاف حوله في أوساط الأكاديميين في العلاقات الدولية والمنظمات الدولية، مما أعطى له تعريفات متباينة على نطاق واسع، كما أنه نتاج تطورات على المستوى التنظيري وكذلك الواقع الدولي، وهذه الورقة البحثية تتطرق إلى أهم النظريات التي تحاول تفسير هذه الظاهرة متمثلة في مدرسة كوبنهاغن ومقاربة الأمن الإنساني، وتبيان مختلف وجهات النظر للمقاربتين حول هذا المفهوم استنادا إلى منطلقاتها، مبادئها، والأسباب التي ترى أنها قد تؤدي إلى تهديد الأمن المجتمعي. وتوصلت الدراسة إلى أنه بالرغم من محورية الفرد والإنسان في التحليل في كلا المقاربتين إلا أنه ومع ذلك فالملاحظ أن كلاهما تركزان فقط على زاوية واحدة وإغفال باقي الجوانب مما يجعل القصور واضحا في التحليل.The study aims to research its concept of societal security from the fact that it does not have a specific definition, as it represents one of the areas or dimensions of complex security, in addition to the presence of disagreement about it among academics in international relations and international organizations, which gave it widely varying definitions, and that The product of developments at the theoretical level as well as the international reality, and this research paper deals with the most important theories that try to explain this phenomenon represented in the Copenhagen School and the approach to human security, and to show the different points of view of the two approaches on this concept based on its premises, principles, and reasons that it believes may lead to Societal security threat.
