This study aims to identify the organizational and social obstacles that hinder
the work of the human resource in the Algerian university, and to reveal the real
reasons that affect the quality assurance of higher education from the point of view of
the faculty members, and to reach suggestions and recommendations to help the
officials of the Algerian university to take appropriate. Using the descriptive
analytical method, by applying a questionnaire that included 38 questions, which was
distributed electronically, divided into four axes, after the quantitative and qualitative
analysis and interpretation, the results of the study showed that the quality of higher
education can only be achieved by providing positive professional and organizational
conditions that push the human resource for creativity and innovation, away from the
problems of material and social life, which reduce the professors’ energy and redirect
their interests to another path.
